Mission

The International Lifeguard Museum, Inc. is dedicated to highlighting the crucial role of lifeguards as essential first responders through education, art, and immersive experiences. We aim to foster admiration for their expertise, mastery and dedication to the sport, while ensuring that every visitor gains vital lifesaving skills and develops a profound respect and sense of responsibility for water environments.

Vision

To envision a world where the dedication and athleticism of lifeguards are widely celebrated, where swimming skills and water safety awareness are integral to everyday life, and where global efforts effectively reduce drowning incidents through access to life saving equipment, education, and community engagement.

Values

Our values are rooted in our pioneering legacy as the first municipally paid professional lifeguard force in the U.S., acknowledging our responsibilities being located in a coastal community to foster respect for all bodies of water and to promote universal water safety as an essential educational program. We proudly celebrate our museum as a premier destination attraction in Atlantic City, while nurturing an appreciation of the evolution of lifeguarding, its athletes, and their enduring bond.

Message from the Board President

Lifeguarding is a family legacy, my father, Arthur, dedicated his life to the Atlantic City Beach Patrol. For 37 years he served as a guardian of our waters.

His efforts as Chief and Superintendent in developing the high-standards for lifeguards in swimming skills, physical fitness, and rescue techniques were instrumental in maintaining Atlantic City's reputation as a world-class lifeguard agency.

He took great pride in the Atlantic City Beach Patrol and aimed to develop not just physical strength but also mental and spiritual resilience in the lifeguards. He emphasized respect for the ocean and the serious responsibility of saving lives, reminding us always of the gravity of our duties.

As a lifeguard in my youth and today as the president of the board of trustees for the International Lifeguard Museum I am continuing the family tradition.  

The International Lifeguard Museum is dedicated to highlighting the vital role of lifeguards as essential first responders through education, art, and immersive experiences. Our mission is to foster admiration for their expertise, skill, and dedication, while ensuring that every visitor learns essential life-saving skills and develops a deep respect and sense of responsibility for water environments. Established in 1855, the Atlantic City Beach Patrol is the oldest operational lifeguard organization in the United States, making Atlantic City an ideal home for the Museum. In addition, Atlantic City’s iconic boardwalk is a major destination offering exposure to roughly 27 million visitors annually.

  • Christopher Brown, Esq.

    PRESIDENT
    Founding Member

    Chris is the former Assemblyman and Senator for the second district of New Jersey, He presently serves as the Senior Advisor for Governor Phil Murphy for the City of Atlantic City. He is a decorated Combat Veteran of the first Persian Gulf War, where he served with the 82nd Airborne Division during the ground offensive into Iraq. He retired with the rank of Major. He operated his own law firm in Atlantic City where he served the residents of Atlantic County for over 25 years, including the role of Solicitor for the City of Atlantic City, the Atlantic City Board of Education, and Assistant Solicitor for Egg Harbor Township. In 1992 Mr. Brown founded the Chief Arthur R. Brown, Jr. Memorial Scholarship Foundation, in memory of his father, beloved former Chief of the Atlantic City Beach Patrol, Arthur Brown Jr, providing more than $200,000 scholarships to local students. He also served with the Atlantic City Chapter of the NAACP as Chairman of the Legal Redress Committee, The Marine Corps Law Enforcement Foundation, Kiwanis Club of Atlantic City, Atlantic County Bar Association, New Jersey State Bar Association, VFW Post 3361 as Post Judge Advocate, Clark-Edison American Legion Post 352, Jewish war veterans post 39, President of the Friendly Son’s of St. Patrick 2011-2013, American Veterans Post 911. Chris was an Atlantic City lifeguard from 1979 through 1990.

    Founding Member

    Jason is the Owner and Managing Member of the Modern Gaming East, LLC & Modern Gaming Pennsylvania LLC and the COO of Modern Gaming Inc. He is currently a board member for the Arc of Atlantic and Cape May County. He served as an Atlantic City Lifeguard from 1986-1991.

  • Peter Sarkos, Esq.

    TREASURER 
    Founding Member 

    Peter is currently retired from a 31 year legal career.  The last 22 years of his career were spent as a Commercial Litigation Partner at Fox, Rothschild, LLP. His practice consisted of complex commercial litigation with cases comprised of a vast range of matters, but primarily focused on business litigation, contract disputes, cases involving the valuation of real property, and chancery matters. Peter has litigated cases in federal and state courts in New Jersey and Pennsylvania.  He was certified as a Civil Trial Attorney by the New Jersey Supreme Court, a designation he held from 2002 until his retirement.  Peter also served as the Administrative Chair of Fox Rothschild’s Atlantic City litigation department.  Peter is a founding member and past President of the Chief Arthur R. Brown, Jr. Scholarship Foundation and past Trustee and Vice-Chairman of the Atlantic County Utilities Authority. Prior to entering into the practice of law, Peter worked as an Atlantic City lifeguard from 1981 until 1988.  He followed in the footsteps of both his father and Uncle who each served on the Atlantic City Beach Patrol for over 50 years.

  • Steve Downey

    Founding Member 

    Steve is the current Chief and Superintendent of the Atlantic City Beach Patrol, serving in this role since 2015. He also works in Event Management and the hospitality industry.

  • Sean Patwell

    Founding Member
    Sean has spent decades as a Senior executive in the Insurance Industry in both the U S and the UK. He also formerly served as the Executive Director of the Casino Reinvestment and Development Authority in Atlantic City, NJ. He currently Chairs the Dean's Advisory Board of the School of Graduate Studies at Rutgers University. In addition, he Chairs the Finance and Audit Committee of the Rutgers Foundation. Sean and his wife live in Middletown, NJ and have two adult children and two amazing grandchildren.

  • Rusty Silverman

    Founding Member 

    Rusty is a retired primary care doctor - always interested in wellness . He has been photographing the lifeguard culture for many decades. There was a natural connection between his interest in fitness and the exceptional conditioning required for an ocean lifeguard, both as a profession and as a sport. He is one of the original motivators in getting the International Lifeguard Museum idea born. Additionally, the photos pictured on the website are credited to Rusty under the registered trademark of Lifeguard Art. 

  • Thomas Sykes, AIA, PP

    Founding Member 

    Tom is the Managing Principal, Gaming at WATG, a global integrated design firm. He received his BA of Architecture with honors from the University of Notre Dame in 1974. He has more than 45 years of architectural design and master planning. In 1979, he founded SOSH Architects, and his vision has taken the firm from a solo practice to a team of approximately 40 design professionals and support personnel.SOSH Architects, now part of WATG, is responsible for the design of the International Lifeguard Museum. He is a volunteer member of the Atlantic City Historic Preservation Commission, Atlantic City Green Team, and he is on the board of the Noyes Museum of Art, among others.

  • Nicholas F. Talvacchia, Esq.

    Board Member

    Nick is a partner in Cooper Levenson, P.A., where he serves as Chair of the firm’s Land Use practice group. He concentrates his practice in land use, real estate development, environmental and economic incentive matters. Nick works with developers, regulators, healthcare institutions, casinos, hotel operators, and boards of education, among others, providing guidance in obtaining developmental approvals and incentives for a wide variety of projects.Nick is a graduate of Rutgers College (B.A.), Rutgers University (M.B.A.), and Rutgers University School of Law – Camden (J.D. with Honors). He was an Atlantic City lifeguard in the late 1970s and early 1980s.
